My question is simple ....
I have no experience about programming, but I want to create my own web apps in future. For example..

Which programing language can be used for such web apps in the back-end?
Can I do this or is not it allowed?Then you are asking in the wrong place. If you want to develop your web applications and services, and want to learn about the languages and such services, then research that on websites that specialise in teaching those skills and offer advice on such development.
Asking such questions here which is focused on trading and MQL programming is not the best place to ask such questions.

However, I will assume that it was written in C++ (served via NGINX web servers), given that most of their software is in C++.

Given that you have no idea about how they work, or how to program them or even what languages to use, or what offers the best performance, then you have a very, very long road ahead of you.
If you are going to code it yourself, then think in terms of "years" (not "weeks"), to research, to learn, to develop, to test and deploy. And to do all that you will also need to have computer servers to run all this, as well as the finance for it all. You will have to think long term here.
Do you really believe you can achieve all that with your current level of skills. I believe not, but that is up to you to decide.
Even I with my 36 years of experience and knowledge, as a software developer, and having worked on major web applications and services for large companies, would not dare attempt such a thing alone. You will require a team of people, all with highly developed skills and experience.
But if you insist, then search for websites and forums dedicated to web development in general.
