MT4 terminal stops sending out emails. Can only be resolved with a system reboot (restarting the MT4 terminal doesn't help)

I have been looking for a way to report this to Metaquotes but I can't find any support contact to send it to. There is no contact information on the Metaquotes website for Metatrader 4 or MQL4 support (or MT5 & MQL5 support) which is unusual for a software company. The only place I know of to provide any kind of feedback is here in the forum. I hope someone from Metaquotes will read this.
I have experienced this issue a couple of times over a period of at least a few months apart. The MT4 terminal suddenly stopped sending out emails but there were no messages in the journal tab (usually I'd see a message that says "Mail:"xxxx" has been sent"). I know the usual suspect is the terminal has too many emails to send and this may cause it to fill up the buffer or queue. However, there were only a few unsent emails (much lower than the limit which I think is something like 64). Closing and restarting the terminal doesn't help. If I send a test email from the email configuration options window, it says "successfully queued" but again there was no message in the journal tab. It looks like it's able to place the email in the queue but it's not dispatched. It took a reboot of the Windows system to clear this in both occurrences.
What could be the issue here?
