MT5: can't enable cloud agents to use for my genetic testing, is a minimum balance required for using cloud agents? or some bug?

I have $0.26 balance in earnings by sharing my cpu power to the cloud.
now I wanted to use some remote cpu power from the cloud to speed up my own testing but as soon as I right click in the agents tab in MT5 and select "use mql5 cloud network" I get this in the journal:
Cloud servers switched on
Cloud servers switched off
switched off within some thousands of a second.
is this balance related? a minimum balance required maybe?
This above behavior is the same between my home windows 10 server and my Laptop both running windows 8, 10.
I have tested it with the latest version of MT5 made available through this website and also directly through my broker evolve markets.
