No, because of Spread (Ask - Bid)! A Buy order opens at the Ask price and a Sell order opens at the Bid Price.
Even if the opposite pending orders are both set at the same price, there is no guarantee that they will both be hit because of the Spread between the Ask and the Bid price.

I there any way to open buy+sell order at the same price level?
The issue of pending orders is that time to time 1 order is opened but the other no.
If the 2 orders are nor opened at the same price level the use of "ordercloseby" will result in a small loss.
