The simplest way to get that data is the following :

int shift = iBarShift(NULL,PERIOD_H4,iTime(NULL,PERIOD_W1,0)+24*3600);

double week4High = iHigh(NULL,PERIOD_H4,shift);

double week4Low = iLow (NULL,PERIOD_H4,shift);
