CET is Central European Time - normally GMT+1.

The High - Low is referring to the Price-high and Price-Low that occurred between these times.

CET = "Central European Time", i.e. what you see at the clock staples in, say, Rome, would you be there in its winter. This time zone is UTC+1. In summer, they use CEST = "Central European Summer Time", which is UTC+2.

US EST = "US Eastern Standard Time" is what you see at the clocks at your place in winter, which is UTC-5. In summer, you see US EDT = "US Eastern Daylight Time", which is UTC-4.

Winter starts in Europe on 28th October 2007, and in US on 4th November 2007.
