Yes, fill the gaps, it's ok. But changing something already there is another matter.
It's possible to monitor that, but not sure if it useful.
Try this . . .
Open a chart that you are not currently using, bring up the history center for that symbol and timeframe, edit the history for one of the bars on the chart, exit the History Center and change timeframe on your chart and then change back to the timeframe where you made the change, you should now see the change you have made. Now right click on the chart and click refresh . . .

Data after a Refresh . . . existing history has been changed by the Broker.
Yes I admit, this is a manipulation and not what happens in real life . . . unless you or your code has a habit of changing the hst files . . . but it does show that the Broker can send data that can update your history.

As far as ideas for testing this:
- Try verifying the data on all your broker servers. If theres a change between any of them. Ask yourself if the broker would ever re-direct you to a different server and what would happen to your data when that happens.
Try this . . .
