What is the best way to check if a particular Currency Pair is offered by the MT4 broker.

The best way is to ask them.

 
Press the new chart button and look what is available.
 
Right-click (or 'other click' if left handed mouse) in market watch window, then select either Show All or Symbols as you wish

u should know that there is some brokers offering some pairs by demo but not on live (i found a few)
