Need a programmer for a simple EA

I need a simple EA to do the following:

You attach it to a chart and it will monitor the % margin and do the following:

Once the margin level goes below a certain level % (to be entered in the input window) I want the EA

1. to close the MetaTrader session
2. send an email
3. and start another session of another MetaTrader 4 on the same PC

Please let me know time frame and the fees as well.
