why isn't arrow showing? where do i add PlaySound("alert") ?

i am confused why no arrows are showing.

also where should i place PlaySound() function. i've tried placing it at all the appropriate location but it just keeps on playing repeatedly. i would like to play a sound when an arrow is created.
