MetaTrader Manager: C++ Application for Seamless Trading Platform Management

I'm in search of a developer with expertise in C++ to create a specialized program that caters to my specific needs. The application must possess the following features:

- Detection of all MetaTrader (MT4 and MT5) installations on the computer/VPS both at the time of installation and during runtime.
- The ability to manually input the path of a platform or drag and drop the shortcut, in case the user has chosen a different installation folder.
- Capability to launch platforms that are closed or have crashed for any reason. This should include a button to select which platforms to start and which to disable.
- Auto-login feature for the computer/VPS in the event of an unexpected reboot. (So should ask username and password of Windows, to the user)
- Automatic startup of the program upon powering on the PC/VPS.
- An option to set a weekly automatic reboot of the computer/VPS.
- The facility to enter each platform's credentials, such as User, Password, and Broker Server, to enable automatic login should the account lose its connection.
- Detection of any platform that loses its connection.
- The ability to send alerts via a Telegram bot in case a platform loses connection, restarts, or if there is excessive RAM or disk space usage.
- The program must be extremely efficient in terms of RAM and CPU usage, consuming less than an idle MT4 at the very least.

Design is of paramount importance, and the interface should be Modern and Dark.

The program must not require additional libraries to be downloaded on Windows but should be installable with a simple .exe file compatible with Windows 10, 11, 2019, and 2022.
The delivery of the complete source code is required upon completion.
