ALERT needed for existing indicator(arrow , email, notifications)

Alert needed (arrow, sound , email, notifications) for existing indicator .

I would like to add this indicator with existing input settings on mt4 on a LOWER TIME FRAME  for example :

default settings are :

-rsi period 14

-ma type 1 

-ma period 50

-timeframe 60

and would like to applay that for example on mt4 with 15 min time frame , 

ALERT -ARROW  should appear every time on chart  when blue line crossed  green line ( up/ down ) , 

I was tried to do by myself but the arrow appear  sometimes , not every time , sometime need to switch between lower and higher timeframes , or after refresh chart , I' m not a programmer I only used available program online to create an alert .

I 'll be appreciated if u can have look for that and tell me is it passible to do it ,I'm adding orginal not changed file
