Simple expert advisor needed using only pending orders with fixed TP.

I would like the EA to open opposing pending orders 1 minute before the close of a pre selectable 1 hr candle. i.e. the 09.00 candle mt4 time.  A buy stop order should be placed 3 pips above the high of the current candle and a sell stop order should be placed 3 pips below the low of the current candle. As soon as one of the orders has been activated the other should be cancelled immediately.

The orders should then have presettable Take Profit and the Stop Loss should be automatically set at 3 pips above/below the previous candle.

Example 9:00 candle. 1 minute before the candle closes, buy and sell pending orders are placed 3 pips above the high and 3 pips below the low.

As soon as one hits the other is cancelled. Price then either hits the pre set TP or the SL which is set to 3 pips above or below the 9:00 candle.
