Expert Advisor That Compares Past Trend Data

Hi, I need an indicator that can search past data in any time frame and any market and "identify" how many times the same "scenario" has occurred, and give a forecast along with accuracy next to it based on the identified past data. It would output something like this; 

"Up 68% (15/22)" --- this means it is 68% confident it will go up based on 15 times out of 22 in past.

The "scenario" could be entered based on the number of bars. That is; look for same data in past based on last 4 bars, or last 10 bars, etc etc. I know the bar lengths (or OHLC) values will probably never be exact, but if you could work out a ratio of the bars group instead, maybe that would work better? Or if you have another solution I would love to hear it. As long as it is close to the last 4 or 10, or 20 bars for example, in value or ratio, or % change, that will work. Preferably, if you could set up something like a Japanese Candlestick checker (for all types), that would be even better.

I would like to see a box that displays the outcome/forecast for each timeframe (1m-1M) in the one area so I don't have to change the timeframe every time.

If this is done successfully I will get the same developer to enhance the EA later, and possibly ask for more EAs.
