Expert base on math and pending order

hi, i need someone expert that can create my EA. Name of this EA is Smart Fx. I require a programmer that know how to put pending order in my EA depend on price movement. If price movement upward, its means, the pending order must be have sell limit and buy stop upper than current price that i have already calculate on my attach file. On the other side, if price movement downward, the pending order should open is buy limit and sell stop bottom than current price. After the price trigger the pending order and then hit SL or Tp, the older pending oder must be open back. The pending order sometimes was not the same P.O. It will change following the current price movement. For example, buy stop will change to buy limit when the current price going upward from pending order. My EA is more to hedging. But i need u to put the auto close all order when profit 3 pips and then open a new order back. U must have to know the Bid/Ask price to make the price trigger the point entry.
