Trading bot with 3 technical checks

I'm looking for a bot developer for a longer period of time.

The first phase script should include some simple checks like;

1. Is there a breakout in the bollings bands

2. Is the trend (RSI) going up/down and does this support/is in line with the direction of the breakout of point 1.

3. Read information from an external website to find out of the direction is a STRONG buy or sell. 

If all 3 are true there should be a call or sell.

The bot should work with small amounts (1 dollar per trade) and trade positions very quick.

For next phases I want to integrate more technical analyses and fundamental inputs. So a developer with skill on this terrain would be recommended.

Note: backtesting on minute(s) would be a must to optimize the bot. 

For starting only some binaries are needed;

EUR/USD

USD/JPY

GBP/USD

USD/CAD

USD/CHF

AUD/USD
