Program to open and close buy or sell stop pending orders

I've seen a script, named openpendingstop.ex4, that is probably made by you, in this page:

I need something similar, that is to open a pending buy or sell order depending on state of new active orders, but with some different behavior:

- the active orders are managed (opened, modified, closed) by another EA that I already have. this EA is attached to several charts

- the new  program (is it a script?) will run in the background and:

   . open a new pending buy or sell stop order when a new active order is opened by EA

   . close the pending order if the corresponding real active order is closed by EA

  - the parameters of the pending stop orders are the same for each chart: distance in pips, SL in pips, TP in pips. real orders from different charts have different parameters


 
is it possible to make such a program?
