Indicator to display support and resistance lines and zones

I need to make a very simple indicator to display support and resistance lines and zones like the picture attached shows.

The indicator will get the price coordinates from a .cvs file that can be manual updated like this:

 SR_Level_1: 0.00000

 SR_Level_2: 0.00000

 SR_Level_3: 0.00000

 SR_Level_4: 0.00000

 SR_Level_5: 0.00000

 SR_Level_6: 0.00000

 SR_Level_7: 0.00000

 SR_Level_8: 0.00000

 SR_Level_9: 0.00000

If more lines is added the indicator will draw more lines.

The value is the centerline on the picture, and the it will calculate the two dotted lines 10 pips on each side of the center line, and the fill box inside there. 

The indicator has the following inputs:

Currency_pair: None (This will be the filename of the cvs file, there will be one file for each currency pair)

Show_Centerline: True/False

Centerline_Color: DarkSlateGray

Show_Outerline True/False 

Outerline_Color: DarkSlateGray

Show_Fill: True/False

Fill_Color: 25,41,41

The indicator needs to work on both 4 and 5 digit broker, and must refresh the lines and boxes from the cvs every one second.
