Expert Advisor MT4 Trading discipline. Trading is only activated if open trades are secured at break even

Hello,

I need an Expert Advisor for Metatrader4.

The Advisor has to do only one thing: It allows me to open a trade manually only:

1) if there is no other trade open at the same time

2) or if there is no other trade open which is not secured at break even level at least.
