Hedge - Expert Advisor

I need an Expert Advisor that hedges during news, so lets say I have a 100 lot BUY on EURUSD and news is at 1:30, the EA will open a 100 lot sell at a specific time (I choose), and the 100 lot sell will close after 4 minutes of being open. It will do this for all pairs, that are being trading on the account. So basically calculate all the lots of buys and sell of each currency pair, and make the lots equal to  each other, for 4 minutes, and then close the additional positions that were opened, so after the news. If lets I set the time for 1:28pm - and there are 100 lot buys, it will open 100 lot sells, and close all the 100 lots sells at 1:32pm. Also, if lets say 20 lots were closed during the 4 minutes windows, e.g. at 1:29pm, then it will close 20 lots sell from the 100 lot sell that would have been opened at 1:28pm.
