Имеется советник (СДЕЛКИ НЕ ОТКРЫВАЕТ, СЛУЖИТ ЧИСТО ДЛЯ ОТПРАВКИ СИГНАЛОВ В ТЕЛЕГРАМ), в котором заложена данная стратегия https://eto-razvod.ru/blog/strategy/rsi-divergence-15-minutes/

Когда появляется сигнал на сделку, он отправляет этот сигнал в телеграмм.

Советник настроен и работает, но нужно внедрить фильтр. Сам фильтр уже описан в техническом задании (приложил файл в архиве)

Нужно внедрить этот фильтр в советник.
