Correcting 1 pre-made indicator_2011192233

I have a request of analyzing and correcting current 1 pre-made indicator.
I think current indicator typed system does not work properly.
I’ll show you 2 possible Sell Entry moments here.
The 1st possible moment of Sell Entry is EURUSD_M15_2010281000.
Firstly, take a look at below image, please.
As you can see, there is no Sell Entry signal at 10:00.
For checking conditions of Sell Entry, I’ll show you the performance of OIH_T101_PairOnly_v1.4.
To check the values of data window at 2010281000, take a look at below image, please.
As you can see, “EURUSD” was in 10th slot at 09:00 (1st previous candle).
Then, “EURUSD” is in 13th slot at 10:00 (current candle)
 po14h(shift) == 0.0 &&
  po8h(shift) >= 1.0 &&
So, 2 above conditions were satisfied at the same time at 2010281000.
To check the performance of H4 time frame, take a look at below image, please.
As you can see, conditions of H4 in the code were satisfied well.
