Auto Importing of market data from external csv file to mt4

what I want to do is simple. I have access to the excel data of the Nigeria stock exchange and I want be able to converts these data into spreed a financial chart at the close of each trading day. 

I am looking to make this into an external MT4 plugin that will automatically convert these excel files into a financial chart of an instrument that was not previously listed on the platform.
