EA to buy and sell on candle Direction at specific time

I need an ea that will buy or sell at a particular time based on candlestick parameters. Please check attached parameters

Time Hour         5      (The hour that the ea will place the trade. This should be based on the broker time and should consider the minute stated below)

Time Minute     30     (The minutes of the hour above that the ea will place the trade. This should be based on the broker time)

Candle               0      (0 standing for the current candle which is still active, -1 standing for the just closed or previous candle, -2 for the previous 2 candle)

Lot                    0.1   (This stands for the lot size to be used in placing the trade)

StopLoss           200   (This should be for 5 or 3 digits broker. Where 200 means actual 20pips)

TakeProfit         500   (This should be for 5 or 3 digits broker. Where 500 means actual 50pips)

No. of Trades    4      (This should be the number of trades that will be placed at the same price with the above parameters on each)

Comment          yes   (This should be the comment that will be placed on the trade)

If candle parameter is 0 and time reaches, the ea should check to see if the current candle (which has not closed) is bullish or bearish. If it is bullish, the ea should place a buy trade with the parameters above. If the candle is bearish, it should place a sell.

If the candle parameter is -1 and time reaches, the ea should check to see if the previous candle (which has already closed) is bullish or bearish. If it is bullish, the ea should place a buy trade with the parameters above. If the candle is bearish, it should place a sell.

In all instances, if the candle is neither bullish or bearish, (same open and close price), then the ea should not place any trade at the stated time.

The ea should place trades only at the specified time every day. I will not need to set everyday.
