Simple QT indicator - need Quality code and ability to read buffers of distinct lines.

I am looking for a quite simple indicator, but the code quality must be top notch! 

MQ4-file delivery.

The indicator draws Horizontal lines at certain price levels. 

1) Draw Horizontal line. Round whole numbers, for each 1000 pips. For example 1.3000 and 1.4000. These Lines must have Black color and must have thickness 3. The lines must have labels like 'MLQP 1.3000', so "MLQP" + "price".

2) Draw Horizontal line. For 250 pips, above and below a MLQP. For example 1.3250 and 1.3750. (NOT at 1.3500!!) These Lines must have DarkOrange color and must have thickness 3. The lines must have labels 'LQP 1.3750', so "LQP" + "price".

3) Draw Horizontal line. At the half of a 1000 pip range. For example 1.3500 and 1.4500. These Lines must have DodgerBlue color and must have thickness 2. The lines must have labels 'MHP 1.3500', so "MHP" + "price".

4) Draw Horizontal line. 75 pips above a MLQP. If MLQP was 1.3000, than this line must be drawn at 1.3075. These Lines must have Magenta color and must have thickness 1 and be dashed. Labeled "HZUP 1.3075"

5) Draw Horizontal line. 75 pips below a MLQP. If MLQP was 1.3000, than this line must be drawn at 1.2925. These Lines must have Magenta color and must have thickness 1 and be dashed. Labeled "HZDWN 1.2925"

6) Draw Horizontal line. 75 pips above a LQP. If LQP was 1.3250, than this line must be drawn at 1.3325. (Same with LQP at 1.3750). These Lines must have Magenta color and must have thickness 1 and be dashed. Labeled "HZUP 1.3325"

7) Draw Horizontal line. 75 pips below a LQP. If LQP was 1.3250, than this line must be drawn at 1.3175. (Same with LQP at 1.3750). These Lines must have Magenta color and must have thickness 1 and be dashed. Labeled "HZDWN 1.3175"

8) Draw Horizontal line. 75 pips above a MHP. If MHP was 1.3500, than this line must be drawn at 1.3575. These Lines must have Magenta color and must have thickness 1 and be dashed. Labeled "HZUP 1.3575".

9) Draw Horizontal line. 75 pips below a MHP. If MHP was 1.3500, than this line must be drawn at 1.3425. These Lines must have Magenta color and must have thickness 1 and be dashed. Labeled "HZDWN 1.3425".
