Where to get the mql.exe COMPILER

Hello, Im trying to find the mql.exe compiler that in MT4 new builds is not included. I need it to make a WFA software work. Really appreciate your help. Rgds

Java programmer needed to extend trading analysis software

Can somebody tell me if is legal in mql5 to request a job here to extend a software wich analyzes forward testing of trading EA´s? The software is to be improved by programming in java
