Horizontal line manager, am ready to give the job now

i want a simple indicator that manages horizontal line drawn on charts by auto detecting all horizontal line on the chat new or old and the indicator will then add the following features 

.the line should have zone on top and under the horizontal line and the zones should be measured base on pips 

.the indicator should be able to show lines that are available widen a certain amounts of pips from the market price above and below market price

.the indicator should have off and on feature and the indicator should be on the chat so it can be easy to work with 

.all features on the indicator should be editable
