Code MT4 indicator

Need help coding this indicator, the idea is this:

1. When a candlestick closes within the top or bottom 25 % percent of the high-low range (of that 1 candle) an arrow is formed:

---> As a blue up arrow under the low of the candlestick if it closes in the top 25 %.

---> As a red down arrow over the high of the candlestick if it closes in the bottom 25 %.

2. The size of the arrow can be changed (width under color tab, from 1-3)

3. The distance from the arrow to the high or low can be changed.

4. Under "inputs" i need to be able to toggle on/off whether the 50 SMA is visible. When it is "on" it will show the 50 SMA on the chart and only arrows that correspond with where price is in relation to the 50 SMA will be shown.

--> When price closes above the 50 SMA only candlesticks that close in the top 25 % is shown with an arrow, and likewise the opposite when price is below (only 25 % bottom candlsticks are shown with arrow)

--> When it is "off" there is no 50 SMA on the chart, and all arrows will be shown in both directions.

5. The arrow needs to form WHILE the candle is beeing created/moving (the arrow will flicker if price bounces in and out of the 25 % zone), and will of course also remain there if the price closes within the 25 % zone.
