MA with levels EA

I need following ea :

1 ma with levels:

300, 400, 500, 700

-300, -400, -500, -700

I must be able to change these elevels 

in parameter add like 

sl level, buy level, tp1 level, etc

buy when price reach 4oo + 3 pips

 l lots buy  with partial lots 

tp1 partial remove at 500  move the sl to breakeven

tp2  partial remove at 700

tp3 partial  end at specific time  

sl: level 300  this say static and the initial sl does not change 

matigale with max lot size when there is loosing trade

same for sell with -300, -400
