Programmer needed to code simple time based EA

I am looking for a someone to code up the following for me based on a bar chart at a time of day :

1) Look at a 30min candle bar at a specified time of day eg. 12pm. 

2) Reference the High and Low of that candle bar

3) Then look at the NEXT candle bar (s) in the timeframe - in this case 12.30pm and whenever the price goes higher or lower than the 12pm bar automate a buy or sell trade.

4) At the same time automatically calculate and put in a specified Stop and Limit order on the trade to execute when either is hit after that point. 

5) All the above variables should be able to be adjusted for different markets, times and timeframes of bar and should work for MQL4 & MQL5
