Correlation Rotational Model Indicator

I need an experienced developer to build the Stock Rotation Model indicator which I call the Correlation Rotation Model (CoRoM) for Forex instruments with alert.

The Correlation Rotation Model is an attempt to integrate fundamentals approach of other correlated instruments (negative and positive) into a technical indicator. It is based on a premise that correlated sectors behave differently in certain phases of uptrend and downtrend.

Using AUDUSD as case study: EURUSD and GBPUSD are believed to lead all bullish markets for xxxUSD pairs once the bullish trend is established and the DXY is in a downtrend.  USDCHF and USDCAD lead emerging bearish markets when the DXY bearish trend is established.
In order to implement these rules, Rotation Model uses Tick data, Price movement and Momentum data of the following instruments: XLY for EURUSD, XLF for GBPUSD, XLE for USDCHF, XLU for USDCAD, and XLP for DXY. For each of these, the rate of change of the Close price is found. The bullish component is then equal to the sum of values calculated for XLY and XLF, divided by two, and the bearish component is equal to the sum of values calculated for XLE, XLU, and XLP, divided by three. The resulting plot is the difference between the bullish and bearish components multiplied by 100. Parts of plot above the zero line are colored green which signifies uptrend, and those below zero colored red which conforms to downtrend conditions.

I have the calculations for the indicator and it will be provided to whoever is awarded the job.
