I would say the tester is for testing an EA/ indicator whatever…. NOT for evaluating the EA… tester is just to make sure that EA is doing what it is designed to do

Completely Agree, The market conditions are not predictable so the tester is only to check wether your strategy is working the way it should be. Also there is only one rule while trading forex that is "The market will go up and market will go down"
