You do not need any certificate to use MT4/mql4 and MT5/mql5.

proven "by whom"?
There are no any centralized courses or proven centralized teaching autorities.

 
If there no homepage that have exams like upwork.com, I think metaquotes' own test will be good.

Upwork.com has many programming exams but no mql4 exam.

"Metaquotes Certified Programmer" Isn't it good?
 
You can teach yourself and work/program without certification.
Because I can not imagine that some company/broker etc will ask for certificate (no one will trust certificate) ... they will ask for experience and programming skills.
