why can't I use the telegram code notification option? while notifications via sms never entered

Since there is a disruption in withdrawal via paypal, I can't use confirmation of withdrawal via telegram. Indeed the funds have returned to the main wallet but can not be withdrawn. Because telegram confirmation can't and confirmation sms never entered
