Need and indicator alert and arrow when candle close at hi/low horizontal line (previous candle must opposite direction).

I have an indicator that draw yellow horizontal line at most lowest candle within 170 candles. And draw blue horizontal line at the most highest candles among 170 recent candles. I need someone develop an indicator pop up alert and arrow when candle which close at the hi/low horizontal line.

If previous candle is opposite direction, pop up alert and draw arrow when candle close at the yellow line, or 1 point wick touch yellow line. Setting page must have field “maxPointWick” allow me set 1 point or 2 points wick that touch yellow line. If i set 0 pip, then candle must close at yellow line without wick. Don’t care candle top wick, I just care the wick at bottom of candle. Please refer to two pictures below :
