Need a SIMPLE notification alert when market hits a specific RSI value

I want to have an alert that will notify to my phone when RSI hits a specific value.

It should do these: 

+ monitor multiple pairs, inputted by my choice as parameters

+ monitor in multiple timeframe, chosen as parameters

+ send notification to phone when RSI is above/below a specific value, e.g 30/70, chosen by me as parameters.

   note: it only alerts one time when RSI hits that value, don't create multiple alerts when it's already above/below that level.
