I don't think so (those are some guys trying to create confusion and trying to scamm some people pretending to decompile some stuff).
The real reason for builds 700+ is probably the lack of enthusiasm from brokers to buy new metatrader and they had to "invent" something : like brokers being to disable your EA from their side

If you are considering signals that metatrader is selling based on "real" and "demo" category :
Metatrader marks as "real" all non-expiring demo accounts -"real" in the type column means nothing at all. Ask your broker and they will explain you why is it so
